The mobo owners should be paying full duty or close to it, they can hardly claim that any significant proportion of their diesel use is other than for propulsion.

No it doesn't. You are supposed to make a declaration based on your probable use of the fuel - the 60/40 is a statement from HMRC regarding the level of heating usage that they regard as plausible and will not bother to investigate. In the recent cold weather, with the marina lock closed for maintenance, we declared 100% heating and got the rebate on the entire tank full.
