Wooden plugs to fill nail holes in hull

Could anyone advise what to glue wooden plugs with on my double-diagonal 1905 hull? The plugs are from a 6mm hardwood dowel.

The materials that I have are:-

Resolcoat 1010/1014 - water based epoxy resin
West Epoxy
Putty/Grease
PVA
Gorilla Glue
Nothing
Other

I would use the West epoxy every day of the week but no doubt some of the others would be suitable. make the plug a firm fit - ideally needing a slight tap with the hammer to go in.

If you never intend to remove them again then by all means use epoxy. If not then something less tough will serve just as well. Traditionally plugs were inserted with little more than a blob of varnish. They have to be a tight fit though.

West will be fine, except it is a very messy job and can be tricky trimming and levelling as the epoxy is very hard compared with the dowells. Polyurethane is good, but you need to be careful how much you use as it expands and can force the dowell out as it cures.

Gorilla glue on plugs tends to foam at the edges, which stains/ soaks into surrounding wood, so not ideal.
I now use waterproof PVA on decks.
