Wise buy?

New here.

Wanted to ask for some advice.
I've seen this boat, and wanted to make it a restoration project. The guy is asking $20,000 for it, and says it will float.
Do you think it is risky to buy?

I really want to restore it so I can drift down the river in the sun.
I love boaties!
