Quandary

The Southern Pacific windlass on our boat was unreliable, sometimes only working in one direction or not at all, I suspected the switch and tried to take it out but the plastic bolt on the back was not for shifting. I resorted to tearing the three wires out of the switch and by touching them together the windlass ran so established that the problem was at the switch, I had to break it in pieces to lever it out, then fitted a new 3 terminal Lofrans switch in its place. However when I operate it the solenoid gives a loud click but nothing else happens. I checked the voltage at the battery 13.6 or 7 and at the solenoid it was still about 13.4. Seems odd that the solenoid should fail just because I had cleaned the contacts and replaced the switch.
So what does an electrical numpty do next, buy a new solenoid or is there somewhere else to look first?
