Why is our rudder so heavy?

It looks a fine rudder in good condition.

I can't imagine why anyone would want to change it (other than possibly a bit of minor fettling if they were racing).

Would the weight help to reduce flutter at certain angles in some conditions?

It might, I guess. But if your rudder is fluttering, it might be better to look for the root cause. Imperfections on the leading edge probably. That would ruin my month, let alone day.
