why can't i upload an avatar?

i keep trying with a jpg that's well within the limits but the dialogue says 'file upload failed'.

any suggestions?

Im having trouble even getting an avatar up. I've tried edit avatar in my profile but is jet says no avatar selected and I can't see a way of altering that.

Anyone help?
