Why are there no heavy duty 25 amp breakers?

I'm looking for a 25 amp breaker that's going to give me minimal voltage loss.

Ideally something like this:

Unfortunately bar the Bussmann 25X which isn't available anywhere, they don't seem to exist anywhere in Europe.

My other option is to use a 25 amp fuse, and a switch. Yet all the fuse holders I've seen use tiny 4mm wire maximum, and the switches induce a large voltage drop.

I'm running 16mm2 cable and powering a DC motor. The mega fuse holders are the only decent ones I've seen, but mega fuse start at 50 amps.

You might consider Midi Fuses rather than Mega Fuses. Smallest is 30A, and the holder takes 16mm2 cable.

Ah yes midi fuses, i forgot about those. The manufacturer calls for a 25amp fuse, though the motor itself is is 250w. When on it runs continuously for hours at time and draws between 15-18 amps.

I'm selling on ebay only £7 plus P&P. OK you can have it for £9 all in !

That's more the type for a breaker board. I can't mount that on a bulkhead type surface.
