Collision Regulations do not say anything about not impeding racing boats. IYRU Racing Rules do but are applicable to racing boats not actually racing at the time. As stand on vessel hold course unless you need to avoid a collision. Stiff letter to Club is in order, being 420's, young, ie inexperienced, sailors need to be told the real facts, before they get injured.
>>>Was the PYC you mention Parkstone or Poole? If the latter I'm disappointed, if the former I'm not in the least surprised.<<<
Please explain your reasoning. As a cruising member of Parkstone YC I have my own feelings occasionally about (some) dinghy sailors but wouldn't say this was a club thing at all. Parkstone YC don't race 420s by the way.

I think you're right. When I was a racing dinghy sailor I was very, very rude to my competitiors, my crew, people fishing, you name it. In the end it was all too much aggro.
