Who has code flags on board?

My wife's sister decorated the hall at our wedding reception with very large code flags. Down one wall it read:
Bravo
Oscar
Lima
3rd Substitute
2nd Substitute
Charlie
Kilo
Sierra
The club commodore's wife was trying hard to read it and he was assuring her that it was just a random collection of flags.

I have a set that I bought for £20 when Mr Flag was having a clearout. I have only used them for dressing. Remeber in me yoof that Gieves would sell you a brooch with the code flags for 'Permission to lie alongside you'. All the girls who were given them seemed to think that it was some sort of club.
