Whitlock wheel not coming off..!!

Ok, i have removed the twist lock... And the winch handle nut thing... But the wheel which i am assuming should now just come off... Is refusing to budge!


Is there something I am missing?


Need to get it off to get at the AP to replace the belt... But its just not shifting at all...
