What do you do to maintain your steering?

The manual states the below, which seems quite extreme. Do others do this every three years?

My plan for her this year is below.

1. Unscrew the compass to gain access to the top of the wheel.
2. Rotate the wheel and clean the chain with WD40?
3. Regrease the chain with light oil. Which light oil do you use?
4. Check cable and oil cable with light oil turning the wheel hard over each side
   Check cable tension
