White ensign

I Saw a yacht (nothing special about 28ft) recently flying the white ensign . Who is entitled to fly this ensign??? I thought it was reserved for ships of the grey Funnel line .

[/ QUOTE ]Not all Forces Sail training yachts fly a white ensign. I agree that the ones at BRNC do when they are on official BRNC training. However I have borrowed one of their Contessas in the past when I was not a member of BRNC staff and was told to fly a defaced blue. JSASTC yachts fly a defaced blue as well, and they are owned by 'The Secretary of State for Defence on behalf of Her Majesty Queen Elizabeth II'.
 
I vaguely remember that RN Officers (not sure if serving or retired) of Flag rank can fly a white ensign from their private yachts. Is this correct ? Or is it just that making Admiral gives you the right to membership of RYS by default ?
