I am proposing Jimi to be Dr Who's next assistant. His ability to transform the location in mere seconds will surely come in very handy.

Not too sure if Tardis Regulations will require a small operation and some plastic surgery, though, before he takes up the post.

I still reckon it's the Law Courts. The two blokes are waiting to go in front of the Beak, with the evidence for the Drunk and Disorderly charge stacked behind them.....

ah but the flashearth pic proves its Broad Court, still fairly close to the strand but a different law courts, that building behind being Bow Street.
