The gateway to boat regulation opens once a common, accurate, method of identification exists. Cars are easily identified by their number plate. Neither SSR numbers, RYA nonsense or boat names fulfill any one of these criteria completely. The RA numbering system is in some disarray and, in any event, can only support 2m theoretical unique codes. The MCA tested radar interrogation last year which will resolve the problem of big ship identification. Such technology would be expensive as well as requiring the mandatory installation of a radar set and would not be appropriate on leisure vessels.

But, an MMSI number could and it will be done in this way: each DSC set will be capable of transmitting, automatically on receipt of an ID request, its number, position and speed. Absolutely nothing difficult or expensive in that. It will be sold to us on the considerable safety aspects inherent in such a system. If you’re in the middle of the channel in fog and transmitted an ID request you would receive infinitely more accurate and better information than would be possible with radar.

There are many other uses for such an instant ID system …. it would be of interest to many government departments, marine authorities, police etc etc and would be of such value as to require there to be no OFF switch or, perhaps, a technical offence if the device was inactive. The EU and Ms Legova would be orgasmic over such a prospect.

Why do you think that in the UK you don't have an annual boat tax?

Because there is no systematic registration and data base.

that only remains true if the mechanisms used are useless to identify a vessel .. yes/no?

well .... I would if I could have but most o' my gear's at the bottom of Loch Melfort after you-know-who had a shottie ...

Did make the teak seat similar to the Rustler's - 28 tongue and groove joints with B&Q router (and half of em actually fitted) - but not much good when inebriated. It has no back rest as Mrs PH instantly pointed out but I doubt she was thinking of being drunk whilst seated on it ....

A bit 'big brother' though, isn't it? Sure, if you've done nothing wrong you have nothing to hide so what's the problem? Well, it's about more and more people being able to track my movements and tell where I have been..... we already leave a trail every time we use our plastic and we all know that mobile phones will one day soon be able to tell the user the location of the other person they are talking to - I find that a bit scary, not for reasons of wanting to deceive anyone, just to be able to partition my private life from the outside world. So don't take a mobile phone either, but isn't that another example of us becoming slaves to technology instead of the other way around?

Following the 'birth' of the popular computer, I remember when they predicted that technology would one day relieve us all of the drugery of life and we would all work 3 day weeks whilst the clever boxes slaved away 24x7 - what has happened? - quite the opposite, we're all working harder than ever before, often as a direct result of technology!

Sorry for rant, sometimes my job makes me resent the technology 'marvel' more than I should!

I couldn't agree more, if I had a penny for everytime someones tells me they would like to help "but the computer(s) are down", I have to really bite my tongue to stop from yelling "How the hell did you do your job before computers!?". I still regularly send faxes before e-mails, they are quicker and more reliable, but people tend to use them less and less.

ranting is still allowed ..... the thought came from a speech by Lord Donaldson comparing the relative ease of tracking road vehicles and, by implication, the better standards of behaviour that encourages. He appeared to be suggesting that loutish behaviour at sea might be difficult to manage without the means of identifing the miscreants. The difficulty is finding a fool proof method of identification and a visible method is likely to be impractical.

The other thought is that there might be a back-up to radar which could be easily implemented.
