Whats this item on mast base

Excuse my ignorance but what is the white item strapped to the mast base?

Looks like one of those French beach chairs,seat and back but no legs.

It is a collapsible man-overboard rescue ladder. I have one just like it. You hang it from the gunwhale, it extends itself by gravity and it has foldout legs that hold it off from the hull sides. A very usefull piece of kit as it can be placed anywhere around the sides of the boat.
