What will glue neoprene to polyester?

I want to replace the carpet pads on my launch trolley with neoprene (in line with some guidance found on an old thread here).

Having removed the carpet, the plywood pads look like they've been coated with polyester resin .

What would be my best choice of adhesive?

Try any contact adhesive.
2 part rubber boat adhesive (for hypalon not PVC) or drysuit adhesive would be best, probably OTT though?
 
Skirting board adhesive (e.g. No More Nails) is neoprene and it's waterproof.

A word of warning: if you expect to unstick whatever you stuck with it, at some future time, it will require the services of an SAS Demolition Team.

Long ago I worked for an american company called DuPont who were building a plant to make neoprene, as part of the commissioning we made examples of their product line in the lab. The elastomer is white, it only becomes black when enormous quantities of carbon black are milled in to it, we replicated adhesives like Evostick etc. by dissolving chips of the raw elastomer in solvents like toluene etc, then tested them for durability at various temperatures and humidities. A high proportion of adhesives particularly high grab ones are still made that way though some of the solvents have changed. Both surfaces to be joined need to be clean and dry.
If the objective is simply to have a contact surface that does not hold moisture against the hull the easiest way is to keep some of the poly bags you get your sliced loaf in and drop it over the top of the pad, keeps the carpet dry and isolated and you throw it away after launching.
