What signal should he hoist if tied to the moored boat in front

There I was having a beer watching my an other yachts tied to the (free) mooring buoys kindly laid down around the Balearics with EU money to protect the seaweed. One can reserve these bouys online but some people come and use them for a day or lunchstop without reservation. The reservation specifies exactly which bouy is reserved by number

There was a yacht tied to a bouy that must have been reserved by another yacht. The yacht with the reservation came along to the stern of the moored yacht and threw them a line. He was then tethered to the stern of the moored yacht by a line no more than 10m in length - and probably less. This line was ideal for decapitating jet skiers, so some might applaud this. He was tied to yacht in front for about an hour. When the moored yacht let go of the bouy (and the tethered yacht), the 2nd yacht motored forward to moor to the buoy that I assume he had reserved for the night.

I did take a photo on my phone that subsequently died so I have no image to share.

What shape should he have displaced. Signs for towing + anchor ball?

couple of fenders hanging from the rope to make it more visible. How many jetskiers in the Balearics are going to understand a colregs dayshape?
Maybe trail the rubber dinghy to close the gap, or shorten the line so no right minded boater would go through the gap.

INTERCO flags November Echo 3 while not perfect, might work. Anyone with a copy of the International Code of Signals aboard would get the drift and avoid the line but others, well... they wouldn't.

Interesting that no-one has commented on the advisability of tieing onto a moored yacht with a very short line.The bay has quite flaky winds so not everyone points in the same direction at the same time. As there were in fact some bouys free further out I think he should have moored to one of those and then moved when "his" bouy became free

All of this entertainment was thanks to the EU saving the seaweed!

Here's the blurb that justifies the expenditure of EU (yours and my) money

The Posidonia fields constitute the largest and most important community along the Mediterranean coastlines due to their high levels of productivity and biodiversity, and the important role they play in the protection and stability of the coastline. In this sense, the fields constitute a mature ecosystem capable of modifying the environment of the locations where the fields establish themselves: trapping the sediment and thereby contributing to the cleanliness of the water, oxygenating the water during autumn and winter, and specially during springtime, and attracting numerous species of animals and plants that will make up the Posidonia community.

The local Ministry of the Environment of the Balearic Islands Government, being fully aware of both the value that this natural patrimony of Posidonia fields represents, and the need there is to protect them, has developed and put into action this project known as “ Protection of Posidonia Fields in SCI Areas (Site of European Community Interest) in the Balearics” and has done so in collaboration with the General Fishing Board, the Bosch i Gimpera Foundation and the Mediterranean Institute of Advanced Studies.

This project has been financed by the European Commission’s decision taken on the 5th of July, 2001, under the framework of LIFE (norms that regulate the financing for environmental matters).
