I have managed to strip off the old antifouling (almost all) down to gelcoat. I would like to paint the hull with a primer paint before I apply the new antifouling; I prefer to use an hard epoxy primer (two part tar based epoxy??) so it does not come off next season when I wash off the old antifouling.

Any good or bad experiences with two part tar epoxy or other primers?

My boat had an epoxy coating on it, so I found out after removing 10 years worth of antifoul. The epoxy stayed put, not sure what it was only know that it was a tough as old boots.
I went straight over the top of it with an eroding antifoul. I now scrape of any growth and then hit it with a pressure washer. Comes up a treat. Before applying another coat I go over it with a scouring pad.
The epoxy coating isnt that thick but resists and awful lot of my abuse. It seems to take whatever antifoul I can get at a reasonable price. Te first lot that went directly onto the epoxy coat was cheapo Flag. It stayed put without peeling or flaking. HTH

I took my hull back to gel/epoxy a few years ago. Just used (I think) cheap Flag primer before Jotun antifoul. Now, when I rub down before new antifoul, the few bits that go down to primer still look fine. No lifting/bubbling and still a smooth bottom after several years.

When Gelshielding a hull the advice is to apply a coat of hard, scrubbable antifouling over the uncured final coat of Gelshield. This acts as a primer for subsequent coats of eroding A/F and doesn't wash off with a pressure washer.

Epoxy tar is nothing like it used to be since the use of the carcinogenic products it contained was banned. It's little more than black paint now.
