What paint for below waterline

Hello folks,
I'm just finishing making my new rudder and will need to get paint for it.
The rest of the boat below the waterline is painted with a 2 part paint that has been on for 36 years and is still good, but I don't know what it is.
I'm looking for something similar, but don't know what I'm meant to get or what its called. Also it is blue im after.

if anyone can advise what paint and where to buy online would be much appreciated,

fibreglass, no gel coat on rudder.
Is it an epoxy that goes on?

Is the new rudder laminated up with epoxy, or polyester? If the latter best to coat it in epoxy as a waterproof barrier before painting. What paint you use depends on how you use the boat. If it is dry sailed then either single or 2 pack enamel will be fine. If it is left in the water, Primocon and then antifoul of your choice.

Rudder is laminated with polyester. What product is best? Is it Gelshield, vc-tar, or hempels Epoxy primer? Are these the correct products I should be looking at?
 
Primocon then antifoul if it is kept in the water. You could use an epoxy such as Gelshield first, but that is not strictly necessary unless you think there is a likelihood of osmosis.

If it is dry sailed then treat it as you would any other bit of the boat. You have a choice of 2 pack or single pack with the appropriate primer. Plenty of information on finishes and when and how to use them on the websites of the major paint suppliers such as International, Hempel, Epifanes etc.
