What is this for?

Can anyone enlighten me ? Found in a locker. It looks a bit like a back stay adjuster but mine is fixed. I have an inner forestay but it is a highfield lever tensioner which fits - see below. The one pictured above is much too short for the inner forestay.

I can't seem to expand the thumbnail , but it looks like a wheel-adjustable forestay / babystay or backstay tensioner - possibly a Wichard.

Looks like an Inner forestay tensioner. My boat has one just like that.
