What is the best glue to stick headlining (backing has dissolved) to GRP hull. The contact adhesive I have says "not recommendeed for Vinyl".
 
Something else (sorry if I'm telling you how to suck eggs), give the GRP a really good clean...ie. light brush with wire brush...or very stiff brush and make sure you get rid of any crap that might be left from the old backing...makes a very big difference to adhesion.
 
Your contact adhesive is fine. You are not sticking to vinyl you are sticking to expanded polyurethane foam (assuming its foam backed) Brush the foam over first and let it go tacky. Then coat the GRP and give that no more than 5 minutes before you offer up the vinyl otherwise as soon as it touches it will grab hold and you will never move it!

In the fo'csle we had pieces of hardboard covered with (old) foam vinyl, self-tapped (yes!) into the grp deckhead and beginning to pull out.
Removed them, reglued the vinyl (now not very 'foamy' after umpteen years but this is a fishing boat) and loathe to use more self-tappers stuck them back with contact adhesive purchased from the local ironmonger.
They sagged or fell off in the heat of summer and the shop claimed I'd bought the wrong adhesive, suggesting a replacement with a wider temperature range.
So what is the best way to remove the old adhesive? Applying strong solvents in a confined space doesn't exactly appeal!
And having decided on wooden battens, what is a suitable glue?

Oh Gosh, not sure I can find them eitrher given the wonderful search engine. But what I am suggesting is to support the old saggy headlining with "d" battens from a DIY store. On my Westerly Pentland they clip above the curtain rail & look great.

You may need to use small self-tappers in some places.

It's very cheap, requires minimal effort & I think it is a great result that will probably last longer than the 10-15 years which is as much that completely cleaning off & replacing with new will manage.
