What about using a 8hp outboard, but instead of attaching it to the back of the boat, put it on the dinghy and tow? Directional issues and clean water issues sorted.
Not very comfortable if its choppy, but better than being dead in the water (obviously there would be limitations to how choppy, you're not going to do it if it's rough, but an outboard bracket on the back with a small engine isn't going to work if it's rough).
