What happened to my avatar?

The megaphone avatar will not show properly in the new, improved forum. No matter how small I make it it does not fill the circular space.
Is it me?

Recommended size is 400x400 pixels, which is the diameter of the circle. Can you really not make it smaller than that?

Pic shown immediately scaled to more or less what I wanted. Original would not display no matter how many pixels large or small or whether .png or .jpg. I do not understand why the bit of clipart that opriginally worked immediately on the old forum would not display on this one.
But what the hell!!!
