Anyone know what kind of boat this is? She's a model of a freighter

Some sort of Harbour Craft perhaps? If she's built to scale, then not a very large vessel at all. Her wheelhouse is really only a wheel shelter, if that structure and the funnel are to scale. The hatches look to be without covers so she won't be sea going and the single mooring Bitt right aft looks Harbour Tug/Work Boat style.
So a Tender of some kind possibly? The type to deliver stores or small loads to ships at anchor or small Wharves in shallow areas of a Bay/Harbour/River.

I just think someone has used "artistic licence" to make a model. The hull might be from a kit, but not the upper parts.

Maybe it was used for collecting garbage from larger vessels, re the large (relatively) open hold?

Suspect this is just a put together model with no real connection. The funnel/deckhouse combo is odd.
