What filler for below waterline use

Some advice please - I have a 33ft kauri lapstrake (clinker?) launch. What is the appropriate filler to use in the copper fastner holes below water line?
I have heard that a mixture of oil based undercoat with linseed oil putty (the paint helps the putty to set more quickly) is an acceptable filler.

Use underwater epoxy filler it doesnt shrink or crack.
 
I'd stick with lead putty or underwater seam compound of some sort, myself. Epoxy will never let you cleanly remove a fastener in the future if need be.
