What does the "anchorage" symbol actually mean ?

That's what I read. Couldn't anchor there because I was right out of explosives.

What? No pyro at all? As far as the law is concerned they are explosive.

It seems you are allowed to anchor in an area also used for naval excercises. The grenade is a caution against grey funnel activities (according to CMap)
http://www.digiboat.com.au/downloads/c-map_chart_legend.pdf is a big chart of all the legends the grenade is under "attention areas" (tab right at 100% size) near the bottom.
