A late discovery explains it all; apparently, there is a seafood producer growing mussels in the area shown on the map.
It all falls into place now, it is a fish farm but with shellfish, hence the lack of fish in the symbol. 10/10 for the accuracy and descriptiveness, it’s obvious once we know.
