A 12m steel boat with a single 200hp engine is bound to be a D vessel, I reckon.
In which case, having said that shifting weight is the best solution if feasible, I wouldn't dismiss the idea of some additional ballast, in principle.
Not so much for the effects on fuel burn (either listed and lighter or even and heavier, for that kind of boat, the fuel burn is likely to be way down in the list of costs of ownership anyway), but just for better onboard comfort.
