What happens if you are anchored and just say no to paying. Is it civil, criminal?

You need to read the general directions:

"31. ...Anchored vessels are liable to pay harbour dues. The Master of a vessel anchoring in the Harbour must notify the Harbour Master accordingly."

So like going and paying at a ticket machine in a car park, strictly speaking, it is actually up to you to go and pay the HM.

And if you don't pay your dues:

"67.1 A person who fails to comply with a General Direction or Special Direction shall be guilty of an offence and liable on summary conviction to a fine not exceeding level 4 on the standard scale."

Summary convictions are dealt with in the magistrates court and Level 4 is £2500.
