The problem could well be that on a boat this size there will be a fair bit of weight involved and if a weak rusty weld seam splits it is going to dump 60 gallons of best diesel into the bilge,most probably in the middle of nowhere.

Im no expert but I would imagine on a steel fuel tank the rust would start on the outside & work its way through - just an observation
