Water meter - proper water meter

Poking around in the bilges yesterday and I came across a previously unnoticed water meter - looks like a domestic unit, made of iron by the feel of it, measuring in cubic metres by little dials then clicky over numbers like and old fashioned electric meter. Plumbed in line close to outlet of domestic water system pump. It has wired closures which apear to bear some sort of official seal. I can't think what the point is? If it is resettable then I guess it might be a bit more use than our rubbish tank meter, but the intact seals suggest that isn't what it has been used for. It has been to the Caribbean - do they have some sort of water restriction?

Not particularly important, mostly just curious and a minor piece in the process of disposing of any complexity that does not clearly earn its place before heading further afield.
 
When I fitted a new tank gauge on Ariam, I wanted to measure her water capacity and check that the gauge was linear. So I wanted a water flow meter which I could attach to the galley tap in order to measure out 10 litre increments. I found that the cheapest way to obtain such an instrument was in the form of a domestic water meter from eBay. It came still sealed with the water company lead tags, which was neither a problem nor a benefit to me and so they're still there.

Presumably a previous owner wanted to accurately measure / ration his water on an ongoing basis. He'd have had to keep some kind of log and do sums to work with the always-increasing numbers, as I did in my measurement experiment. Same way you don't reset your engine-hour meter to zero when you change the oil filter, but you can still change the filter every 200 hours or whatever.

I doubt anyone was interested in the tags, they're just there from its original use.
