Just throwing in a recent experience:
Trapper had stood in the yard for 8yrs. Primary seperator was full of water, so pulled the tank (small and easy) drained the fuel and quite a lot of water. Noticed that the bottom of the tank was a bit damp with diesel. Short story was I got about 1/2 lt of crud out of it and that was the only reason the perforated bottom hadn't dumped everything in the bilge. I cut it out and held it to the light. Looked like a starry night .. Since the rust was only at the bottom, I welded a new one in.
Water (rain) was getting in via the filler. Boat dates from 1980 and I expect the tank was original.
