Not sure about English ones, but the ones around the Rotterdam ring road work. A friend got a ticket for doing average 86kmh in the 80 kmh zone.

Sadly I can confirm that these average speed cameras actually do work /forums/images/graemlins/frown.gif I fell foul of them on the A14 at Cambridge a couple of years ago
