I tried doing that, but found there was so much stuff I wanted to put in the grab bag that there was no way it was all going to fit in the flare bottle
Pity, as it's otherwise an excellent container for the job.
I already have two, very useful.

Currently I use my rugby playing sons empty food suplement plastic containers for dry storage on my dampish Centaur, good sized opening and much bigger than my flare bottle.
We've two old RORC flare packs - one has been our grab "bag" for some time, the other was simply filling locker space as it seemed too useful to throw it away! Then earlier this month needing to move the the grab bag from its current location I realised it would fit snug against the base of the bunk in one aft cabin secured by elastic so it can be quickly grabbed in an emergency . In a lightbulb moment the other one was rapidly deployed in a similar position in the other aft cabin... the plan is for it to take boat documents, passports etc when we move on board.
