Waeco fridge controller bad or something else?

Lots of posts on the web about failed fridges but replacements are very expensive so want to check if I have failed controller or compressor. There are no standard mini fridges that will fit the space I have so its fix it or go without.
It is standard BD35 with 101N0220 controller. No fan. The fridge has never worked since we owned the boat. Putting good power into the system does nothing. I have done the LED test and I get 5 flashes. That is thermal overload. I have checked the compressor pins and there is 3 ohms across each so that seems windings are OK.
So either I need a new controller or the gas has escaped. Would you guys concur? If gas has escaped I presume the compressor would start up at least?

Easy way to narrow it down, beg or borrow a working controller & try it.
If it works with borrowed controller, its the controller. If not, its the compressor.
 
In the older ones, it can run on 12 or 24v.
They used to have an external 240v to 24v box that switched between mains or battery supply.
The newer ones have the 240v input on them.

So couple of checks. If the compressor runs and you can hear it turning I expect gas shortage. (Start from cold as they are gas cooled and have an internal trip if over heat)
If the compressor is seized will pull amps but not cool or turn. May trip after a few try’s. Relay box I can’t comment unless you try another. 3 ohms sounds ok.
 
Now fixed with a cheapo Chinese controller. I could have bought four of these controllers for the price of a UK supplied one so we will see how it goes but working OK now.
