The boat is an Alajuela 38, built mid 70s in California and based on a Colin Archer/William Aitken design.
Seen here heading for the Blackwater and her current home at Maylandsea - Blackwater Marina.

Sailors' Up

As others have said, in any tidal waters up is in the direction of the main flood tide. I can understand it if you don't take my word for it, but if you read Bob Roberts you'll find he agrees with that interpretation, and, in my view, there's never been any greater authority on East Coast sailing.
