VR ( no, VC ) tar

It is suggested I may have a layer of this on the hull. If so, what is it? What should it do? How do I identify it?

Do you mean VC Tar? Not tar at all but an International Paints epoxy primer. The original VC tar was a one-pack epoxy, now its VC tar-2 and a two-pack epoxy, much better. Generally used as a primer coat after GRP osmosis treatment. Off-white or black.
 
Assuming you mean VC Tar, it was always been a 2 pack epoxy, not that it makes any difference at this stage. Used to contain tar so would bleed through a light coloured antifouling. Now it is synthetic tar so no bleeding anymore. Usually used as an osmosis prevention over sound gelcoat. It is easy to apply but only gives a very thin coat so needs quite a few to build a worthwhile osmosis prevention. If it's in good condition and adhering well then I would leave it alone. If you are having antifouling removed you will probably damage it but no need to remove any that's left, just abrade and overcoat it.

Here's where we've got to, looking to prep for a Coppercoat type treatment. This is after liberal use of 'Strippit' and an attack by a commercial pressure washer. The other side wasn't so compliant, so soda blasting is needed.

Certainly, if the VC treatment is sound and well-adhered, then I'll stick with that. Note the small area where the 'VC' has been abraded by plasterers' sanding mesh to see what's underneath. :)

When I removed all my old antifoul I also found VC Tar coating to the gelcoat, I spoke with International paints for advice and they said if its sound leave it as extra protection.

However there advice was to recoat with Geshield 200 (not the new VC Tar2) as the VC Tar 2 is not as good as the old VC Tar epoxy.

On their advice again I cleaned down with their No 7 thinners and washed off.once fully dried I applied 5 coats of Gelshield, 1 x Primocon, then 2 x Micron Extra. ( I stay 'in' for two years at a time).

All above applied with small roller, hope this may help
