VPN onboard using mobile connection

Not necessarily a static, but no multiuser NATing
You're now overtesting my knowledge on this subject :) I'm working on the premise that if you want to run a 'server' you need to be able to address it across the internet which, aiui, needs a static IP address.

If you want to connect to a VPN service, so you are running a 'client', that should be possible on a router. I used to do that with multi users using both Tomato and an OpenWRT variant, ROOter, as the router OS.

Either way, I'd suggest you find a forum that supports whatever OS your router runs and pose the question there.

Most carriers use CGNAT which makes it impossible to direct new connections in.

Your best bet would be to have your boat's router initiate the connection to a VPN elsewhere, perhaps your home router? Perhaps you could write a script to do this in response to a text message?
