VP 2001B question/help

My middle son has just bought a Westerly Cirrus fitted with a 1980 VP2001 engine. Full story on the East Coast forum!

Fuel tank removed and cleaned, fuel lines flushed and new fuel filters fitted.

Symptoms are, engine starts following the cold start procedure (3/4 throttle, pull and push stop button) and ticks over fine. Revs freely. Engage gear (forward or reverse) and revs die down until engine stalls. If throttle opened quickly the engine picks up and revs freely. The tick over adjuster is wound in as far as it will go, backing it off stalls the engine.

My first thought was prop fouling but today we had her lifted and cleaned, no change in symptoms.

I suspect the governor is not operating, and failing to open throttle under load. Just intuition really, no knowledge of these engines at all.

Would a broken spring in the governor fit these symptoms?

When poking a finger in the oil filler hole there is a spool like thing with a pressed steel fork, part of the governor mechanism I suspect. This can be moved forward and back easily and the fork feels loose and rattly.

Engine sounds fine and gives the impression it will run forever, just needs a bit of jiggling of the throttle lever.

Any thoughts much appreciated.
 
Steve - I don't know anything about adjusting the governor but could it be the throttle cable needs taking up a bit? When you put the lever down in gear it engages the gearbox but at the same time has to increase the throttle setting so that you get more fuel to compensate for the load. Maybe the gear cable activates the gearbox before the throttle cable adjusts the fuel intake.
