Volvo TAMD61A hunting unstable rpm

Hello,

I have have noticed some unusual behaviour in regards to RPM and hunting, the engine hunts on idle but what is more concerning and strange is that when adjusting to any RPM the revs go to the RPM. However, they will then hunt for a second or so before it settles down again.

Example: Adjust throttles to 2200 RPM, once I'm there for a second or so the engine will hunt and rpm will fluctuate and be unstable until it settles back down at the set RPM.

I have been told the governor needs adjusting but I am looking for second opinions or thoughts, perhaps someone else has had similar symptoms with these engines.

Engines are Volvo TAMD61A and have done 1,500 hours.
