Volvo penta throttle - paint type

If it's just dull and the coating is not peeling off perhaps a smear of a suitable product like silicone spray or petroleum jelly will smarten it up?
 
If giving it a coat of 'something' to revive the looks, you may later find it hard to paint. Silicone for one really makes it impossible to get paint to stick.

If you can remove the black cover it'll be an easy task to clean, prime and coat with whatever finish you desire.

All sorts of spray can solutions available. Heat resistant matt black for exhaust manifolds sping to mind. Or Dupli-Color truck bed coating.
 
I did this 7 years ago and still looking as new (see photo). I wet sanded the case of the throttles to a very smooth finish (think it was grid 600). Then 2 layers of spray primer. Make sure the primer works with aluminium as the case is in alloy. Hereafter 3-4 very fine coats of high gloss black spray paint. Better spray another layer than too much in one time. I took the high gloss as this has a higher strength than a mat finish. Also easier to clean.

One important thing though... when you mask the throttle and surroundings make sure also to cover the small 'grove' between the handles and the case as you have to avoid particles from the sanding/ paint to enter into the case. I used a small cotton string which I removed again after the painting.
