Volvo penta d1-20 calorifier

On my new to be boat had a new engine Volvo Penta d1-20 engine . The hoses to the existing calorifier were not connected. The reason was that the tank had failed. I have fitted a new tank in the same place and got a VP engineer to service the engine and fit the connectors to the block and fit the hoses at the engine end. I had fitted the hoses to the tank. The water does not get hot and I think it is lack if water flow. I have used a manual pump to suck water from the header tank to the hose at the front of the block to ensure there is water in the hose.

Is the problem likely to be just that I still have an air lock? If so what to do?

Have I missed something? Should the header tank be higher than the top of the engine? It is as supplied and not much higher than the top of the block.
The hoses at the tank are about the same height as the old tank.

Any advice as to what to look at would be much appreciated

Could well be an airlock. Take the top hose from the engine off the calorifier. Put a short length of hose on the calorifier nozzle. Lift both hoses so they are now higher than both engine and calorifier. Pour water or coolant into one, allowing it to spill out of the other into a container. With luck an air bubble will appear after a while. Then replace the upper hose.
