I have a volvo penta 2003 in my boat that has got reluctant to start this season from cold. In the past it's started after 10 - 15 seconds without a problem, but this year it's taking longer. The engine had a reboar seven years ago as it had lost compression. It's serviced every season, but I have never changed the air filter - could this be the cause?

Any help gratefully received.

It's worth a try - service manual says to do it every year. I haven't done mine for two years cos I couldn't get it off. It is still quite cold - perhaps it needs a bit more throttle and a very firm tug on the stop lever first. Summer's coming!

Clean every 100 hours or every season as described in para 30 of the Owners manual

I doubt if that will be the cause of difficult starting though. That could be due to a variety of reasons including battery getting a bit tired, compression poor, cold start device not operating correctly, injectors in need of an overhaul, a fuel flow problem.
 
I had the same problem with my VP 2002 when the boat was relaunched a few weeks ago. The forumites were very helpful, and one or two suggested that a good thrashing would free up sticky valve gear etc after the winter layup. Guess what? They were right, and it now starts beautifully. Another theory I had was a small bit of air trapped in the system somewhere that took time to find its way out.
