Volvo Penta 2003 not starting/diesel getting to injectors

Good morning,

In brief, diesel pump appears to be priming the injector feed pumps, however it also is sending the diesel back to return to tank. Swinging the motor you can see diesel pumping back to tank at a healthy rate.

Cracking the injector high pressure lines, no diesel is making its way to injectors.

I have also removed t throttle control plate to see any obvious problems

can anyone please tell me if there is a slide or stop mechanism that may be in the "stop engine" stuck position?

it seems like diesel might "dump" back to tank when the stop lever is activated?

I have the parts guide with exploded diagram but struggling to see any obvious areas of immediate concern.

Try placing the fuel injection pump into cold start position it sounds like the fuel rack is stuck in the stop position.
