Volvo MD7B reving problem

Anchored at Gigha on monday night. Engine running fine. Started up tuesday morning. Started fine. Pulled the stick back to tickover position but engine continued at about 2000 revs. Worked the throttle up and down and at full speed position still did 2000 revs. Throttle control lever appears to work the arm on the engine, but makes no difference to engine speed. Set off down to Glenarm motor sailing. In gear, revs went down to 1500. Engine ran fine at 1500 revs and yesterday continued fine to Stranraer (excellent little marina), but still no way to alter engine speed.
Anybody any ideas?

Sounds like a problem with the governor inside the fuel pump. Is the lever on the pump definitely rotating the speed shaft????? Not a loose nut?

I hope it is something simple as your local diesel shop could be technically challenged if any internals need to be replaced other than seals. Both makes of pumps used on these engines are more or less obsolete. Apparently the seals do not like bio fuel however are available. Check your local Yellow Pages for a diesel injection specialist.
