Volvo MD2002 stop lever query

Hi all - have installed an MD2002 in my boat and the stop lever seems odd. When idle is set to a higher revs, engine will not stop. With idle set lower, stop lever stops the engine in the middle of its travel but then passes that point and has no effect at full travel. Can it be adjusted? Thanks!
