"Volvo Penta have experienced problems with low quality on certain parts on the D3 engines. This is first and foremost related to the air filters and the turbocharger. Everyone with a D3 engine affected will have the parts replaced for free when contacting an authorised dealer, and engines in for regular servicing will have the parts replaced by default.
The early air filters supplied have a tendency to collapse as the vacum from the turbocharger became too high for the integrity of the filter, leading to the filter being drawn into the turbocharger. This results in the engine adjusting itself down to idle, and no more."
