Can anyone tell me the size (width, profile and length) or a commercial equivalent type number for the poly vee belt used on the D1-30B, VP part number 21951188, please?

Simply remove belt and and take into any motor factor who is a Gates stockist, Microvee is their brand of polyvee belt. They will measure on the Gates belt gauge using Microvee side of gauge and will give you length. Useful thing about Gates is that last digits of part # = length of belt in mm.

The boatis in Holland and I want a spare to take with me when i go to collect it. If it was here it would be no problem to identify.

Looks like you are stuck with paying VP premium.
Good thing is that polyvee belts replaced dependent upon inspection no time.
