volvo 2003 starts on full throttle

My Volvo 2003 starts but runs at full throttle until I pull the stop control.
I've disconnected the control cables but the problem is still there.

Has anybody had a similar problem or can give me some advice?

Sounds as though the governor is stuck full open.

No idea how to sort it out though. Sorry.
