All I did was replace the panel that the voltmeter is mounted on. Nothing else - just disconnected, relocated, reconnected. Not a flicker of life is there. Any clues or can the blasted things just die?

Unlikely coincidence. Broken wire/misconnection?

Easy test for a voltmeter, Get a PP3 battery (you know the rectangular one) its 9V so will swing a 12V meter nicely, if needle stays down swap wires to reverse polarity and try again. Yes voltmeters do die (esp when dropped) sometimes the very thin wires from the coils will break off (esp at inside of terminals).
